Engineers who want to migrate to Australia have to go through Engineers Australia (EA) (the designated assessing authority for engineering occupations) first. The Migration Skills Assessment (MSA) accredits qualifications either from Australia or from countries who are full signatory to the Sydney Accord, Dublin Accord, or Washington Accord. Others (who belong to countries that are not accredited by EA) have to submit a Competency Demonstration Report (CDR).

It means that if you are an engineer from India and want to settle down in Australia, you will have to apply through the CDR pathway.

What is CDR for Australian Immigration?

CDR Australia assessment is based primarily upon the applicant’s undergraduate qualification and his/her graduate competencies.

For the purpose of Australian immigration, there are four types of categories CDR EA recognises and each of them has different set of graduate competencies specified for it. These are:

  • Professional Engineer: Professional Engineers are expected to be capable of handling engineering projects and programs to benefit society, business and government as required. They must be able to understand the costs, risks, and limitations of the project, be able to handle different stakeholders in the project, ensure reliable functioning of all materials and technologies related to the system, and contribute to the undertaking in its totality. With an ability to handle both technical and non-technical considerations in an integrated manner, Professional Engineers are thought of as innovators, harbingers of change and improvement, and do research work for advancement of science and technology.

All those who have completed four years of Bachelor degree in Engineering can apply for immigration to Australia in this category.

  • Engineering Technologist: Engineering Technologists are specialists of a particular branch of engineering technology or engineering-related technology and are expected to be familiar with current and emerging technologies related to their domain and also their most recent applications. However, they are not expected to have same breadth of perspective as Professional Engineers who are adept at synthesising different approaches to handle complex engineering problems and situations and can shoulder responsibilities like system integration and stakeholder interaction.

Those who have three years of Bachelor degree/diploma in any Engineering Technology discipline can apply in this category.

  • Engineering Associate: In Australia, Engineering Associates are often referred to as ‘para-professionals’ who are closely familiar with standards and codes of practice, and detailed aspects of operating plants and equipments safely and in a cost-effective manner. Different roles they play in engineering enterprises ranging from feasibility investigation to design and development to sourcing and procurement of resources and materials to operations management to quality assurance. They are expected to have a good ground in engineering science and principles related to their field of expertise. Engineering Associates may establish their own companies or move to senior management roles where they employ Professional Engineers, Engineering Technologists, and other specialists where appropriate.

Those who hold two-year diploma or degree in any engineering discipline can apply under this category.

  • Engineering Manager: Engineering Managers formulate engineering strategies, policies and plans, and directs and reviews engineering operations within an organization. It is a high-level executive position. Only those candidates who have seven years of experience as a Professional Engineer and then, at least three years of experience at the Engineering Manager level can apply in this category. It is also mandatory that people reporting to such candidates are of ‘Professional Engineer’ level.

If you are eligible for this category, you can easily get a skilled visa.

Naturally, CDR Engineers Australia accepts for each of these occupation levels has to be different.

According to the Engineers Australia CDR guidelines, a CDR report for engineers should look like this:

  • Start with the CPD section which should be in the following list format:

The list should include:

  • Formal postgraduate study details
  • Conferences you have attended
  • Short courses, workshops or seminars you have attended
  • Material you have prepared and presented for seminars, symposia, courses etc.
  • Any volunteering or mentoring work you have done related to your engineering profession
  • Books, journals, manuals etc. you have studied.
  • This should be followed by Three Career Episodes – each focussing on a different aspect of your career as an engineer. Each career episode should be 1,000 to 2,500 words long and emphasise any engineering problems identified and solved by you. These may include:
  • An engineering task you undertook during your course,
  • A project you have worked on
  • A specific role you played in your company, or
  • A particular engineering problem you solved.

Number each paragraph in your career episode in the following manner:

  • Career episode 1 (paragraphs 1.1, 1.2, 1.3 etc.)
  • Career episode 2 (paragraphs 2.1, 2.2, 2.3 etc.)
  • Career episode 3 (paragraphs 3.1, 3.2, 3.3 etc.)

Career Episodes are written like an essay in the following format:

  • Introduction of about 100 words,
  • Background of about 200-500 words,
  • Engineering Activity you set out to describe in 500-1000 words, and
  • Summary of about 50-100 words.
  • Your career episodes should highlight all the competency elements for your chosen occupational category. In the Summary statement, you provide cross-references to the particular paragraph of the Career Episode which highlights a particular element.
